Compelling need :

The well-worn IMO e-Navigation definition uses the word harmonization to describe the universally recognized need to improve the delivery of information to ships navigating and improve the numerous shore-based governmental agencies ability to collect data.

A nautical chart is a graphic representation of a maritime area and is arguably the oldest form of marine information. To accomplish marine information harmonization each Competent Authority must agree on a common method to identify a geo-referenced point of interest. The methodology to identify a point of interest must be machine readable and discoverable in the digital environment

The desired outcome of the Waterway Harmonization Recommendation & Guideline(s) is the alignment of the digital identification and geospatial definition of waterways within the navigable waters of a member state. The geospatial definition should be arranged in a parent-child relationship and in an ENC coordinate system, WGS84. The harmonized digital identification of waterways should not restrict individual countries internal requirements but should utilize the harmonized digit identification key within all discoverable datasets.
