Task Description : Revision of G1103 on Train the Trainer
Objectives of the task :

Initial review – determine if there remains a need for IALA to provide Guidance on “Train the trainer” for VTS.

Based on this evaluation, there will be one of two options:

  • Recommend that the existing Guideline be withdrawn, or
  • Review the current document, including the purpose and scope to clarify the requirement for the document. This could include identifying if the document could:
  • Be broader - include focus for anyone developing / updating training courses not just the focused training organizations
  • Provide guidance on best practices
  • Confirm the type of document to be provided – Guideline or model course
  • •Confirm the link of this course to the IALA Model Course V-103/4 – VTS On-the-Job Training Instructor.

Expected outcome :

Withdrawn IALA Guideline; Revised IALA Guideline or New IALA Model Course

Compelling need :

The existing Guideline was last updated in 2013 and needs to be reviewed to ensure that it remains fit for purpose.

In the review of the IALA VTS Training, IALA G1017 and G1014 questions were raised as to the requirement for IALA guidance on ‘Train the Trainer’.

O1 - Innovate, improve, and harmonise Marine Aids to Navigation constantly reflecting changing technology & system obsolescence, changing user needs, operational imperatives, environmental sustainability, and best practice.

O2 - Develop applicable international standards, recommendations and guidelines for adoption and use by its members and other relevant organizations or parties.

Scope : In Scope: • Determine whether there remains to be current need for IALA to maintain Guidance on “Train the trainer” by: o Reviewing the current purpose and scope of document o How it relates to the model courses o Identifying whether Training organizations and VTS providers still have a need for such guidance. • If it is determined that there remains a need for the document, verify if this is a Guideline or a Model Course • Once level of document is agreed, develop a document that reflects the current best practice for ‘train the trainer’.

  • Evaluation complete to whether there remains to be current need for IALA to maintain Guidance on “Train the trainer”.
  • If the Committee agrees that there is a need for such guidance, then:
  • Identify the type of document required
  • Review the current purpose and scope
  • Identify content that is out of date
  • Identify new content to add.
  • Ensure the best practices are captured within the guidance
  • Confirm the link of this course to the IALA Model Course V-103/4 – VTS On-the-Job Training Instructor.
  • Prepare revised document
  • Submit revised documentation to Council for approval.
