Task Description :

Develop guidance for IALA members on the digitalization of waterways.

Objectives of the task :

To provide guidance on the development and implementation for digitalisation of waterways.

The development will:

  • Define what is meant by digitalisation of waterways
  • Provide guidance on identifying digital maturity of waterways
  • Review guidance on the use of simulation as a tool in waterway design and AtoN planning (IALA G1058 (and G1097, noting this has been superseded by G1058 Ed 3.0));
  • Identify best practice in development and use of digital twins;
  • Provide guidance on the use of digital twins for fairways / aids to navigation provision;
  • Identify uses of digital twins for planning, monitoring and maintenance
  • Identify options to share information on the fairway infrastructure and services in a digital format with users
  • Link with, for example, IMT-2030 and beyond for data exchange, AI/ML, S100,

Identify opportunities to enhance sustainability through the use of technology / digital twins for fairways and AtoNs.

New IALA guideline on developments of digitalisation of waterways.

O2 - Develop applicable international standards, recommendations and guidelines for adoption and use by its members and other relevant organizations or parties.

Scope :

This Guideline considers the digitalisation of a waterway as a process of increasing the digital maturity of a waterway and its services. This process comprises three themes:

• Creating a digital model of waterways, which may be further developed into a digital shadow and ultimately into a digital twin.

• Providing digital services to vessels to support safe and efficient navigation within waterways and vessel traffic management.

• Governing the interactions of the above through a set of mutually supportive digitalisation architectures.

The Guideline provides guidance on issues to be considered when planning digitalisation, describes the measures needed to develop digital models and to prepare for the provision of digital services. It also presents selected practical deployment examples. Detailed technical implementation guidance is outside the scope of this Guideline.

Session 5: Draft was sent to other committees for second and last round of comments. Drafting will continue intersessionally and two intersessional online meetings have been scheduled (6th Nov 2025 and 5th Feb 2026, both at 9-10:30 UTC).

The draft Guideline has been updated during the intersessional work between DTEC5 and DTEC6 based on feedback received from other committees (VTS57, ENG21, ARM21). The updated version is submitted to DTEC6 for review and finalization, and subject to committee approval, send to Council for approval.
